I ran into this problem as well. I simply did a search for msinet.ocx on the ol' web and found several sites. I downloaded it from http://www.dark-e.com/des/zemacs/software/programs/backd/index.htm
(This may not be the best way to do this, as you are placing yourself at the mercy of the one who posted the file.)
