Some thoughts:
1) You may not be capturing the repetitions of the code produced by the remote because the IR timeout period (accessible in the Slink-e Settings ins SlinkeServ) is too short. Try changing to to 100,000us or more.
2) Try a couple of other carrier frequencies like 36000,38000,42000,44000. The TV might be more sensitive to the carrier than the Slink-e receiver is.
3) If you still have no luck, send me the .cde file you've generated and I'll see if there's anything I can see wrong with it.
