My brother has an old RCA TV where the channel scan is saved in the remote, on the first press you get channel two, second press channel three and so on. Hence, a different signal each time you press the button. When trying to teach the commands to a learning remote, it only learns the one channel that was next in line. You can test your remote for this by covering the eye on the remote and pressing the button a few times, then trying it and see what happens. On the RCA I was able to get it to skip channels for each press of the button while hidden. With this problem you may have to program a seperate button for each command.
