I've done quite a few apps in Delphi with the Slinke and never had a problem. All of the programs I did were in Delphi 4, but I just loaded D5 so I'll see if something broke between the versions. Quite some time ago I did an app that I put on the Nirvis site called IrHelper that reponds to IR and sends keystrokes to the Creative DVD software for IR control. I can send you the source for that if you want to take a look at it.
