Slink-e IR Software Capabilities

I'm considering getting a Slink-e, but I have some questions:

The Slink-e has an IR Receiver/Transmitter. From info here, I see it can be used to forward IR Remote commands from one place to another. Can it also generate IR Remote commands - i.e. can I turn my PC into a remote to control the non-Sony components of my home theater system. What software capability is there to use the Slink-e as either a multi function pre-programmed or learning Remote?
