There's a consumer outfit here that surveys every store in town so I know those are the cheapest. Use them as benchmarks to figure out if you're getting a good price. The outfit that carries them at those prices, Graffiti Audio & Video, 202-296-8412, is not a mail-order house but might be willing to ship to you; often the sales-tax savings will cancel out the shipping cost.
