To give another sample point, I installed the latest covers program this morning on a W98SE machine, did not reboot, and was able to run the program with only a few problems. The program crashed on about 5 titles out of 286 and retrieved 170 covers successfully. It had to restart from the beginning after I renamed the troublesome titles to z*.
I checked for the windows/system file shdocuw.dll and it didn't exist on my system. shdocvw.dll did exist, but hadn't been touched in several weeks. I did a find for "shdoc" and didn't see any files similar or being prepped for install. I haven't rebooted yet, though, and based on the discussion, I'll wait for a definitive story.
