Yes, using IR "off" periods is useful for generating delays - I use it in CDJ myself. In the context of macros you need to be aware the CDJ will not wait for this delay to complete before doing other things - so you will get the delay and you device will be happy, but if you put in too big of a delay, CDJ may get upset because the commands it is try to send are backed up behind your delay. FYI, there is a hack I have put in which allows you to add these delays easily without using the lowlevel device.

for example

tv:power_on
tv:ir[-100000]
tv:ch+

would wait 100ms before issuing the ch+ command. the ir[] command is not a real command in the device file, but a special keyword I have added to the command processor which allows you to send lowlevel IR signals to the same port the "tv" device is connected to.
