This should not be the case. The web based version of the the help is done using java and plain old HTML files. The java control in the right frame merely selects the HTML file to be viewed in the left pane. The compiled .chm help files are probably a different story and aren't readable on the Mac at all, but this is no worse than the standard Windows .hlp format. Once we figure out how to get the java applet working on the Mac, I could a zip file containing a local version of all of the HTML help files and the applet. This should be viewable on any platform. Meanwhile, I'm providing you with a link to the help subsection that you are probably looking for.
